Engineering, Procurement, Construction and Commissioning (EPCC)

In an EPCC project, we work closely with our customers as a provider of a complete suite of engineering services for all their engineering needs encompassing engineering, procurement, construction and commissioning. Our role is comprehensive, starting from the design of the production facility to project planning and management, from fabrication of modules and equipment to their ultimate integration and commissioning. An EPCC project involves four stages, namely, engineering, procurement, construction and commissioning.

In the detailed design and engineering phase of an EPCC project, our team of engineers will work closely with our customers to tailor and recommend solutions that meet their specific needs and requirements. Our services include mechanical and electrical design, piping and structural design, instrumentation and control system design and process design.

The second phase of procurement and the third phase of construction involve the conversion of design into physical structures. In the second phase of procurement, based on project requirements, we source for materials that meet customers' specifications and comply with international quality standards. We leverage on a network of suppliers with whom we have developed strong working relationships over the years. They have in the past supported us with on time delivery of materials and goods with the required quality standards at competitive prices and we believe that they will continue to do so in the future.

In the third phase of construction, we will fabricate the physical structures and conduct the installation under the supervision of our project managers. To ensure that our products offer quality standards that are consistent with international benchmarks, we have in place stringent quality inspections and tests. We have a team of project and production managers and engineers with the necessary experience and technical skills to complete the project to the requirements of our customers.

In the final phase of commissioning, we provide customers on site commissioning and start up of process equipment offshore or onshore. Final tests are conducted to ensure that our process system functions according to customers' specifications and deliver the intended end results.

The duration of a typical EPCC project ranges from six to 18 months from the date of award of the contract.

Contract Engineering (CE)

For customers who do not require a full suite of EPCC services, we are able to customise our services to meet their specific needs. In a CE project, we offer customers design, procurement and construction services for equipment without commissioning or system integration. We will work closely with customers on the equipment design and carry out the necessary fabrication and installation works. The project duration for CE projects ranges from two weeks to 12 months.

Our customers are mainly multinational companies engaging in the upstream oil and gas activities such as Emerson Process Management Asia Pacific Private Limited and Halliburton Multinational Inc. Our commitment in each EPCC and CE project is to provide customers with customised solutions to meet their engineering needs by leveraging on our engineering capability. We do not have any exclusive supply agreements with any of our vendors and are thus able to offer our customers design and selection of materials and instruments that best meet their needs and requirements at competitive prices sourced locally as well as globally.

The production and fabrication works for both EPCC and CE projects are currently carried out in Singapore. We are in the process of setting up a manufacturing facility in Batam, Indonesia to take advantage of their lower production costs, as well as to bid for projects in Indonesia which are open only to local companies. Each EPCC and CE projects follows a series of standard project stages from tendering to project planning, from fabrication and construction to commissioning and ultimate handover.

Procurement and Other Services (PS)

Our working relationships with customers continue even after the project has been handed over. Our procurement services complement our EPCC and CE services by providing after sales services to our project customers.

Leveraging on our global network of suppliers and our extensive knowledge of the various process modules and equipment, we assist our customers to source for high quality spare parts and other materials to be used in their maintenance work. We also provide leasing of gas compressors and repair and maintenance services to our customers.
